Downers Grove Park District maintains an ordinance that limits the exercise of First Amendment activities — including individuals or groups “engaging in charitable, religious, or political speech or expressive conduct” — in its public parks to designated “free speech zones.” On March 6, FIREwrote park district officials explaining that the restrictions infringe upon residents’ First Amendment right to engage in expressive activity in traditional public fora. FIREurged the district to revise its ordinance.
